Rovinj no-license rentals can work for short local routes in calm weather. For Lim Fjord, longer coastal runs, sunset charters or premium groups, a skipper gives better safety, timing and local stop selection.
The 5-metre rule, applied to Rovinj
Croatia allows anyone 18 or over to drive a rented boat without any licence — but only a boat under 5 metres with an engine under 5 kW (about 6.8 hp), and only within 500 metres of the nearest shore. That envelope actually suits Rovinj better than almost anywhere in Croatia, because the archipelago starts immediately: Sveta Katarina island sits a few hundred metres off the old town, and you can thread between islands while staying close to a shoreline the whole way.
What the rule does not cover is the typical 30–60 hp rental speedboat. For those you need a boat licence or an ICC, or you take the boat with a skipper. Treat any "no licence needed" listing for a fast boat with suspicion — the fine for driving over the limit is yours, not the operator's. And note that operators layer their own zone restrictions on top of the law: most Rovinj contracts define a permitted area from roughly the Lim channel entrance in the north to Veštar in the south, and exclude the fjord itself.
Where the rental boats actually are
Rovinj has two working harbours and they serve different customers. The small self-drive and local skippered boats operate from the town waterfront — the southern harbour by the Mali mol and Delfin pier, and the Valdibora basin on the north side of the old town peninsula. This is where you will board for an archipelago day, usually straight off the quay a few minutes from your breakfast table.
ACI Marina Rovinj, a short walk south of the old town, is the polished end of the market: rebuilt in 2019 to superyacht standard, it is where weekly charters and larger skippered yachts are based, with a rent-a-boat desk on site. If your booking says pickup at the ACI marina, allow 15 minutes on foot from the old town. Either way, morning departures matter here — Rovinj faces due west, and the afternoon maestral blows straight at the harbour approach.

The practical notes: Sveta Katarina and Crveni otok are hotel islands with buoyed swimming zones — anchor outside the buoys and swim in, never motor through them. The Dvije Sestrice islets and the coast south toward Veštar give you quieter water when the main islands are busy in August. Everything here is close enough that a 10 hp boat genuinely suffices; you are never more than about 3 km from the quay.
Lim Fjord rules: why your contract excludes it
Ten kilometres north of Rovinj, the Lim channel cuts about 10 km inland — the closest thing Croatia has to a fjord, and Istria's most protected stretch of water. It is designated both a protected landscape and a special marine reserve, and its brackish water is farmed intensively for oysters and mussels. That combination means navigation inside is restricted: shellfish lines cross much of the channel, swimming is limited to designated areas, and most Rovinj rental agreements simply exclude the fjord from the permitted zone.
The workable options are honest ones. Licensed excursion boats run half-day Lim trips from Rovinj's quay (and from Vrsar, at the fjord's mouth), typically combined with a stop at a shellfish farm or the konoba at the head of the channel. A skippered private boat can take you to the fjord entrance and along its outer cliffs, which is most of the scenery anyway. What you should not do is point a self-drive boat up the channel and hope — that is the fastest way to lose a deposit to a propeller full of mussel rope.
Rovinj or Pula for your boat day?
Choose Rovinj when the boat day is the point: the islands start at the harbour mouth, distances are tiny, and a small licence-free boat covers a genuinely satisfying route. Choose Pula when you want range — three marinas, bigger fleets, Brijuni excursions and Cape Kamenjak — accepting that everything worth reaching is further from the dock. The two towns are 40 minutes apart by road, so on a week's stay in Istria the right answer is usually one relaxed archipelago day from Rovinj and one longer skippered day out of Pula. Whichever base you pick, compare fuel policy, ladder and bimini shade, deposit terms and the marked permitted area before price — a €120 boat with a vague zone map costs more than a €160 one with clear terms.
