Albania's licence rules are not Croatia's
If you have researched boat hire in Croatia, forget most of it here. Croatia caps licence-free rentals hard: under 5 metres, under 5 kW (about 6.8 hp), within 500 metres of shore. Albania is a different regime. Local operators cite Albanian rules allowing motorboats up to around 30 hp to be driven without a licence, and in practice Ksamil rental outfits put tourists on self-drive boats advertised at anything up to 40–60 hp with nothing more than a passport or ID card, a cash or card deposit and a short briefing on the beach.
That gap between the cited rule and what gets handed over is exactly why you should ask questions before you pay. Ask what horsepower the boat actually is, what the insurance covers (often little beyond third-party), what the deposit excess is, and where the operator's permitted zone ends. A shop that marks the swim zones, the border line and the fuel plan on a map is worth €20 a day more than one that just points at the sea. Enforcement is lighter than in Croatia, but the Ionian does not grade on a curve — you are still the skipper of record.
Where you actually board
Ksamil has no marina. Rental boats work off the small jetties and pontoons on the town's central beaches — you will book at a beach desk or online, sign, pay the deposit and wade or step aboard within sight of your sunbed. That is genuinely convenient, but it also means boats come and go through swimmer-filled shallows: idle speed and a straight line out past the buoys is rule one.
The alternative departure point is Sarandë, 14 km north, whose harbour hosts the larger skippered boats, group excursions and the international ferry berth. If you want a bigger boat, a proper day tour along the riviera, or you are staying in Sarandë anyway, board there; if the plan is islets and swim stops, rent on the beach in Ksamil and save the transfer.

Two timing notes matter more than any route choice. First, the sea: summer mornings in this corner of the Ionian are typically near-glassy, with an onshore breeze building through the early afternoon — do your longest leg before lunch and be back near Ksamil for the choppier hours. Second, the crowds: the islets are rammed from late morning in July and August, and the swim zones around them are buoyed. Anchor outside the buoys, swim in, and never cut between the Twin Islands' sandbar and the bathers on it.
Two trips your rental boat cannot make
Corfu is startlingly close — about 2 km at the narrowest point of the strait — and it is still off limits. The mid-strait line is an international border between Albania and Greece; crossing it in a rental boat means customs and immigration violations in two countries, and no Ksamil beach operator authorises it. If you want a Corfu day, take the Sarandë–Corfu Town ferry (30–70 minutes depending on the vessel) and carry your passport for four border checks in a day.
The second is the Blue Eye. It is a karst spring roughly half an hour inland from Sarandë, and no boat goes there — despite what some listings imply. Do it as a road trip on a rest day between boat days, not as a reason to book a longer charter.
When to skip self-drive entirely
Book skippered if any of these apply: you want Kakome or Krorëz (further, more exposed, and a faster boat than the no-licence tier); you are going into the Vivari Channel (current and shallows); you have never driven a boat and the operator's briefing lasted ninety seconds; or the group is six-plus and the "cheap" self-drive boat would be overloaded. A skippered Ksamil day at €250–€400 splits to less per head than two overloaded self-drive boats — and the skipper knows which islet-side is out of the wind that day. For anything multi-day, or an Albania–Montenegro itinerary with border paperwork, step up to a proper charter enquiry rather than stretching a beach rental.
